The Michigan Occupational Safety and Health Administration (MIOSHA) does not have jurisdiction over public restrooms. However, they do regulate toilet facilities for employees.
Toilets
MIOSHA requires employee toilets to have an open-front, hinged seat.
Toilets must be provided for all employees. The facilities must be separated by gender unless the toilet is in an individual room that locks from the inside. MIOSHA provides charts to calculate the necessary number of toilets and requires that gender be taken into consideration as well the number of employees. For instance, four toilets are enough for up to 80 employees, but if 78 of those employees are female, it is not legal to place only two toilets in the women's facility.
Urinals
In a men's only facility, one-third of the required toilets may be replaced by urinals.
Sinks
Sinks with hot and cold running water or tepid must be provided. The number of required sinks is determined by a chart similar to the chart for toilets.
Other Considerations
In a multiple toilet facility, each toilet must be in a separate stall with enough space around the toilet to allow for easy cleaning. Toilet paper, soap, trash recepticles and hand towels or air dryers must also be provided.
